MCD INTRODUCES NORMS FOR QUICK SANCTIONS OF RESIDENTIAL BUILDING PLANS

The MCD has introduced new procedure for quick approval of residential buildings to facilitate the authorised and early constructions. KK-RAW digs out more about this trnapsrency reform from MCD.

Delhi a clutter of various types of housing subsystem developed in organic and planned manner. Most of the Delhi buildings lack MCD will for planned development leading to construction of unplanned and unsafe buildings.

The person looking for approval of his house had to face real challange of dealing with babu culture. The institutions like council of architecture, Indian Institute of Architects, Institutions of Engineers, Institute of Town Planners always have inssited for betterment of infrastructre and development of the citities and buildings. Witout proper infrastructure and technology of constructions the housings in posh areas are just like slums a blot on the face of the cities.

The plan sanctioning authorities should always have a will to facilitate the planned and safe construction of buildings and it is to be adopted in practice. The collapse of buildings, failure of structures during construction leading to several deaths, violation of construction norms are matter of serious concern. No one can guranttee on the performances of the buildings have come up in Delhi during earth quake tremors. This is high time for us to respect the planned and safe construction of buildings.

The MCD has finally evolved a system for speedy approval of the buildings plans. The sanctioned will be provided within a week time if the application consist of requisite documents e.g. Plot should be part of approved lay out plan, Details of individual plot with respect to size, shape and area along with details of garages, front road width, confirming land uses and other required docuemnts.

The rule of approval will be implemented right from 2nd February 2009. The fresh applications along with the requisite documents to be submitted by the applicants.

ARCHITECT INVOLVEMENT:

The buildings plan to be submitted by the owner through registered Architect (Registered with Council of Architecture only) in the office of the concerned Executive Officer(Bldg) of the zone or in the office of Superintending Engineer (Bldg)/HQ. The applications should consist of detailed drawing, ownership documents, other documents affidavits, undertaking, indeminity bond as in prescribed format as given in the details of www.mcdonline.gov.in.

AUTHENTICITY OF THE DOCUMENTS:

The Architect and owner will be responsible for the genunity of the docuemnts submitted.

WHO WILL APPROVE THE BUILDING PLANS:

The building plans for plot upto size of 334.44 SqM (400 SqYds.) shall be approved by the concrned Executive Engineer (Bldg.) of the Zone and building plan above 334.44 SqM (400 SqYds) shall be approved by the Suprintending Engineering (Bldg.)/HQ.

SANCTION WITHIN ONE WEEK:

The application shall be disposed off on the basis of the merits of approval and will be approved within a week, if the ownership and other docuemnts found in order the sanction will be immediately released after payment of requisite sanction charges, levies and other other charges to MCD.In case there will be any discrepency in the ownership documents will be informed to the applicant for compliance.

NOT COVERED UNDER SCHEME:

The plots and properties falling in unauthorised regularised colonies, urban villages, bungalow area of civil lines and Shahjahabad walled city and ites extension and pecial area will not be covered in the scheme.

NO SPOT INSPECTION/VERIFICATION,ONLY TEST CHECK:

After sanction of the cases, a random check of around 20% cases will be done in the preceding months by the concerned staff to verify the facts submitted by the Architect on the behalf of applicant. In case any discrepency if found a suitable action will be taken on the Architect/Owner.

FREE COUNSELLING:

The town planning department, Suprintending Engineer (Bldg.)/HQ and Executive Engineer (Bldg.) of the Zone shall also be arranged for the counselling services to the owners/Architects as required at Town Planning Office, Old Hindu College building, Kashmere Gate, Building HQ, Town Hall and concerned Zonal offices of MCD between 10:30 am to 1:30 pmon all the working days.

Town Planning department will provide will provide information regarding size, shape, area, setbacks, location of garage blocks and land use. SE(B)HQ & E.E.(B) of the zone will facilitate the Architect/Owner to submit the building plan for speedy disposal under the scheme.

EASY AVAILABILITY OF APPROVED LAYOUT PLAN:

Copies of approved layout plan of colonies with Town Planning deptt. and copies of alignment plan of roads are available with S.E.(Planning), Town Hall for general public and architect. The same can be obtained from them on payments.

These efforts of MCD are centainly apprecibale and will ease tension of getting approved map of the buildings because in most of the case 75% of the projects are delayed  due to delay in sanctioning procedure. Around 40% of the owner start the construction in the unplanned manner due to  delay in sanction. 10% of the owners erect the buildings even without approval to avoid hassels of taking approvals from the authority.

There is also need to strictly implement these guidlines and delay due to any official working style should be handled without delay. It will also be advisable that on the basis of submitted applications the target should be fixed on weekly basis. The authority should also ensure that owner is following up IS codes through Architect/Consultant. The quality of construction should also be ensured during construction.
